The Council has an annual financial governance process which starts with agreement to the Corporate Plan & Estimates each January for the following financial year which commences in April. The approval is timed in order to provide an "invoice" to the rating authority, Cornwall Council, as an instruction to collect an amount of money in the rates and pay it over to the City Council. This invoice is known as the precept. As well as the agreement to the financial projections for the following financial year the Council also considers in outline the projections for two further years.
